AGPI contributes to shaping Romania’s position in the EU Housing Act discussions, with the support of the European Holiday Home Association

The Association of Property Owners of Romania (AGPI) is actively involved, under the umbrella of the European Holiday Home Association (EHHA), in representing Romania’s position within the ongoing EU consultations on the Affordable Housing Act (Housing Act).

This upcoming legislative package will significantly influence housing, taxation, and rental regulation policies across all EU Member States — including Romania.

What is the EU Housing Act and why it matters

The Affordable Housing Act is a comprehensive European initiative designed to tackle the housing affordability crisis affecting most EU countries.
It aims to increase access to affordable housing, boost investment in social and sustainable homes, and create a balanced framework that harmonizes national housing policies.

One of the most debated topics within this framework concerns the role of short-term rentals (STRs).
While STRs are sometimes blamed for putting pressure on urban housing markets, EHHA’s evidence shows that this view is oversimplified.
In reality, STRs play a positive economic and social role — revitalizing neighborhoods, generating income for families, and supporting tourism and local economies across Europe.
