AGPI launches talks with the National League of Homeowners’ Associations to build cooperation between residents and short-term rental owners

The Association of Property Owners of Romania (AGPI) is pleased to announce that it has initiated official discussions with the National League of Homeowners’ Associations, the organization representing residents and building associations nationwide.
The goal of this initiative is to create a fair and sustainable framework that benefits both permanent residents and property owners who rent their apartments on a short-term basis.
Real issues, shared solutions
Across Romania, short-term rental property owners frequently face denial of neighbor consent or additional fees imposed by building associations, often leading to tensions or obstacles in continuing their legitimate activity.
At the same time, permanent residents deal with real and understandable concerns, such as:
occasional noise,
increased movement of guests,
questions about safety or cleanliness in shared spaces.
AGPI acknowledges these challenges and emphasizes that the solution lies in cooperation, not confrontation.
Through open and constructive dialogue with the League of Homeowners’ Associations, the goal is to develop clear rules and good practices that ensure a civilized and mutually beneficial coexistence within residential buildings.
Objectives of the ongoing discussions
The negotiations initiated by AGPI aim to explore several directions of collaboration, including:
Establishing a Code of Conduct for short-term rental activities, promoting mutual respect and open communication between property owners and residents;
Implementing transparent information procedures so building associations can stay informed about rental activities without infringing on owners’ privacy;
Clarifying administrative and fiscal responsibilities to avoid unfair or arbitrary additional charges;
Developing a mediation mechanism to address conflicts early and prevent unnecessary legal disputes.
Building balance through partnership
AGPI strongly believes that a sustainable future for the short-term rental industry in Romania depends on trust, respect, and partnership.
Both residents and hosts share the same goal — to maintain safe, comfortable, and welcoming communities.
Short-term rental owners also play a key role in supporting local tourism and urban development, bringing value to cities and neighborhoods.
Therefore, finding the right balance between community well-being and economic opportunity is both achievable and essential.
