AGPI submits proposals to the Ministry of Finance for a fair taxation framework for short-term rentals

The Association for the Management of Rental Properties (AGPI) has submitted an official memorandum to the Ministry of Finance containing observations and recommendations on the proposed fiscal changes for individual landlords renting out short-term or tourist accommodation.
In its position, AGPI emphasized the need for a fair and realistic taxation system that accurately reflects the specific costs and responsibilities involved in short-term rental operations.
The association noted that a uniform flat-rate system, without considering these differences, could negatively impact the sector’s sustainability and transparency.
AGPI’s key recommendations
AGPI proposed:
Eliminating the flat-rate tax and introducing a system based on actual, documented expenses;
Ensuring fair taxation for all operators, to eliminate unfair competition and undeclared activity;
Adjusting the non-residential tax level to more reasonable and proportionate rates;
Protecting small property owners, who make up the majority of the market.
AGPI believes such measures would ensure better tax compliance, a fair competitive environment, and long-term stability for the short-term rental industry.
